[MERGE] Add a smart verb for setting options. [1.14 too please]

This branch combines Matt's fix for the use of the smart verb to get
branch configuration, and finishes the arc that that verb was part of.

This drops 5 round trips on pushes to new stacked branches for the
stacked branch push acceptance test.

Either this branch, or Matt's original bugfix branch, will need to be
merged to 1.14 to fix https://bugs.edge.launchpad.net/bzr/+bug/354075
(the new code breaks with multiline config files on the remote server).
