New 1.14 RC date?

My main case, in response to Ben, is that shipping development formats 
in stable is a good thing.  There are other issues with the specific 
case of brisbane-core and 1.14 which leave me undecided.

I do confess to being a bit snarky in responding to you; documenting how 
to test brisbane-core now is valuable, and deserves a better response. 
But it also illustrates how much easier testing brisbane-core would be 
if it ships in 1.14.  And, well, having such a juicy example of the 
point I was trying to make... the spirit is willing, but the typing 
fingers are weak. :-)
