New 1.14 RC date?

Moving from one VCS to another is, for some, a very very long road.
If it's not trivial to preview an upcoming format then it's likely
Bazaar will not even be considered.

As the tool converges on a format that suits the wider audience, this
will be less of an issue - Bazaar is not there yet though and making
dev formats available has proved useful in adoption decisions.

If it doesn't make it into 1.14, it better make it into bzr.dev for
1.15 or the only people testing it will be the developers.
