[ANN] 1.14 format

I'm pleased to announce a new format has landed in bzr.dev, 1.14.
This format uses the same branch and repository stores as 1.9
but the working tree has been extended to enable "content filtering",
i.e. transformation of files as they are written to and read from
the working tree.

Examples of content filtering applications are:

* end-of-line conversion
* keyword templating

A patch for the first of these will hopefully land in bzr.dev in
the next 48 hours. Keyword templating may be included in the core
in releases after 1.14. For now though, it's provided by a plugin
until we're confident the design meets the needs of the majority of
users and that the implementation is production quality. See
https://launchpad.net/bzr-keywords and give it a go.

Please help us test the new format and features so we can maximise
their quality on release date.
