Support for UTF-16LE (Windows) files

About a year ago I asked about support for UTF-16LE files. This is
Windows format files with a byte order mark. I think there was general
agreement that this was a reasonable request.

 

Any chance it will get done "soon"? Or is this still out in the wild
blue yonder of someday?
