[MERGE] Enable record_iter_changes for cases where it can work.

This aggregate patch enables record_iter_changes for cases where it can
work effectively..

Specifically, where specific_files, excludes, subtrees are not present
and its either an initial/single parent commit or we have fast deltas.

subtrees are the biggest concern, because with chk repositories always
having the capability, this fast-commit path won't be used at all.

I've done basic testing and its ~= regular commit today, on local
repositories with xml inventories. I'm going to force it on for chk and
give it a spin now.
