[MERGE] Add wrapper function for lazily registering filter stack maps.

The attached patch adds a wrapper function for lazily registering filter 
stack maps from plugins. 

Alternatively, the _filter_stacks_registry variable could be made public so
these wrapper functions wouldn't be necessary.
