bzr 1.14 release schedule and manager

I'd like to re-nominate Bob Tanner to be the release manager for bzr 1.14.

A four week cycle would have us doing:

 1.14rc1  Fri 3 March
 1.14final   Fri 10 March

The final would be on Easter Friday (in some countries) so we could
look at moving that a day either way, or we could even make it a week
longer.

I'll personally be offline for the week leading up to the rc1, but I
don't think that is a problem, many other people will be here.

I'm really hoping that in this release we can land brisbane-core into
bzr.dev, so that it stays in sync and so it'll be ready for early user
testing.  We're going to have to negotiate expectations there
carefully so that we don't get repeats of bugs we already know about,
waste user time, or spend a long time supporting them.  But if we can
get it in even as an alpha format with no guarantees it would be a
good step forward.
