[merge] reformat news into more standard ReST (Re: [rfc] news layout tweak)

Fixing up 1.13's news prompted me to run a few regexps to reformat
NEWS along the lines discussed in the previous thread:

 * Release candidates are now under the heading of the main release.
I've done this for 1.12 and 1.13 and we should do it going forward; I
haven't done it by hand for the old ones.

 * The dates and codenames are not in the headings, so the headings
are predictable.

 * It's more typical ReST with subheadings and the lists are not
excessively indented.

The diff is pretty noisy with the mechanical changes so I suggest you
look at the html result.
