[merge] Release manager 1.13 additions to releasing.txt

Some additional information and pointers to additional information in  
the releasing.txt from the perspective of the 1.13 Release Manager.

Some of the docs where spare in areas I was not familiar, particular  
PQM, so I added more information in the area. I also messed up with  
periods, like bzr.1.13 vs bzr1.13, so I modernized the revision numbers.
