seeing merge revisions while commiting merges

I was just trying to commit a merge, and noticed this:
pending merge tips: (use -v to see all merge revisions)

so I went ahead and tried that:
bzr commit -v

But there was no difference. Is this a bug, or a case of "You're doing 
it wrong."?
If so, then the documentation should be updated to show the correct 
usage. Currently it states:

Usage: bzr commit [SELECTED...]

It doesn't mention where to use the options although the examples show 
options being used at the end of the command.
