Patching 1.13?

I opened a bug report (bug #343928) based on a report on the mailing  
list. I've made the changes to the NEWS file, committed, and pushed to  
a public repository.

I'm wait for launchpad to mirror it.

I do not know what to do next to get this patch back into 1.13.

Do I propose that my branch (lp:~tanner/bzr/1.13) get merged into ~bzr/ 
bzr/bzr.1.13?

Just post to this mailing list?
