I wouldn't go that far; it's better to seek contributions early, which
of necessity involves announcing it to *some* people. I would not
argue that ‘bzr-hg’ currently fails some criteria for being announced.
Rather, it fails the criterion that Jelmer claimed for it: that the
documentation is “sufficient” for getting started with it. That's
the only claim I was refuting.
