[MERGE] Shelve shouldn't try and shelve the addition of the tree root.

Hi,

Here's a small fix to a problem I discovered yesterday. Shelving
the addition of tree root wouldn't be useful, and causes dirstate
to get confused, so this change simply stops iter_shelvable from
yielding this event.
