[#338653] [merge] better messages for OSError inside _readdir_pyx.pyx

We had some user confusion from people getting "permission denied"
messages from Bazaar with no indication which file it refers to.  In
general Python generates good messages including the filename but we
didn't do this in the Pyrex directory reading code.
