I'm not sure what you mean exactly. rich-root-pack is a specific format,
not an alias. Right now we want default-rich-root to be an alias for
rich-root-pack since the default bzr format is pack-0.92, but once bzr
switches to "1.9" as a default we want to use "1.9-rich-root" as
default-rich-root. 

Making rich-root-pack an alias rather than a specific format breaks its
current meaning, and would be confusing to users. It would also make it
very hard to construct rich-root-pack formats. Perhaps I'm
misinterpreting what you mean here ?
