[MERGE] Refactor profiling exception handling to restore clear layers - command handling in commands.py, profiling in lsprof.py.

This fixes exception handling in coverage, non-lsprofiling, and
ls-profiling (which had skewed from run_bzr). It also prevent further
skew by restoring the layering where lsprof.py is independent of UI
considerations.
