[MERGE] Explicitly list aliases in the manpage as commands that can be executed. (#336998)

Hi,

The attached tweaks the manpage generator to list the aliases of
commands as things that can be explicitly executed. The
rationale for this is explained in

  https://bugs.launchpad.net/bugs/336998

It is basically to help those making their first steps with bzr
get to the help they need for what they are trying to do, when
they may not know what the root name of the command is, or about
the built-in help system.
