[MERGE] Updates to packaging

This patch has 3 updates to the packaging, mostly for win32 1.12-2

1) Use qbzr 0.9.8 (this was done for -1, but not actually merged)
2) Use bzr-svn 0.5.2. Jelmer mentioned some big improvements with 0.5.2
over 0.5.0. Since it is available, I figured I might as well use it.
3) Exclude a couple more DLLs that seem to be accidentally packaged.
MSVCP60.dll is used by subvertpy, but should not be bundled as it is a
system lib. (for some reason py2exe's autodetection of system dlls
doesn't work here). I'm guessing we'll keep running into things here.

This was the changes used to actually build 1.12-2. I don't really care
whether it goes into the 1.12 release branch, as long as we get it into
bzr.dev so I don't have to do quite as much for a 1.13 release. :)
