[bbc:MERGE] Change the ordering for chk inventory lines

Since we are still in the middle of format-breaking changes, this
changes the serialized form for the meta-block. It doesn't change what
is written, just the order. The big idea is to put things that don't
change often together, and things that do change often together.

This doesn't make a huge difference in compression, but it does make a
difference. Basically, it saves a "copy" group or two.

It also changes the "deserialise" code to be a bit more flexible about
ordering. Which means the same deserialise code can handle all current
layouts.
