Ignoring a proxy with bzr on Windows ?

Hello,
I want to configure TortoiseBZR for some people (still) using Windows and I
never did that before.
We are in a lan behing an intercepting http proxy and we want to use a local
bzr+http smart server.
The problem is that the proxy exception are ignored by bzr (and,
consequently, by Tortoisebzr). Thus, all connections goes to the proxy which
of course fails.
I reported it as :

Disabling the proxy in internet explorer instantanly fixes this issue but I
cannot ask the people who will use bzr to do that each time they
commit/checkout.
Is there a way to configure bzr so it simply ignores proxy configuration ?
(they will not access an outside repository) My only point is that it should
work with TortoiseBZR too as they don't want to use the command line.
