The release managers often don't have access to everything that is
needed to build the binary installers. (Like access to a Windows or Mac
machine.)

I did manage to build 1.12 for windows, I just didn't get it uploaded
because my net connection went down. I'll go start that now.

I honestly don't know the build process for Mac...
