0.5.0 has been release, and is in both the bzr ppa and is bundled with
the win32 installer.

I don't know if the links are bad or not, but 0.5.0 has certainly been
released.

Looking at the Launchpad downloads page:

It seems there is a download file, but it was accidentally put under an
old release:
