[qbzr] QBzr 0.9.8 released

Yeah, I saw that... but it's at 0.9.5. :-(  Is there something
documenting how to get stuff into launchpad to build for the various
platforms?  I've seen the Ubuntu packaging guide... but I'm not sure
how to take advantage of all that launchpad offers.  I'd be happy to
help, if someone can point me in the right direction.
