I think they are 2 separate problems. It really doesn't matter how fast
you make an initial clone it is always going to be slow as far as the
user is concerned.

A cache helps solve the problems when working with remote branches. Any
speed up locally would be in addition to that. But speeding up locally
is not going to make branching remote locations faster.
