Installing from bzr-setup-1.10-1.exe no problem is apparent whether or
not tbzr support is installed.

Installing from bzr-setup-1.12rc1-2.exe the problem I have reported IS
present even if tbzr is NOT selected in the installer dialogue. (ie,
base product + plugins only)

And to answer the obvious next question...

Installing from bzr-setup-1.12rc1-2.exe the problem I have reported is
NOT present if only the base product is selected in the installer
dialogue. (no plugins)

I therefore suspect a plugin, presumably svn?
