It's not quite true. They have. It's C:\Documents and Settings\<Username> directory.

When I was DOS users many years ago I was told that I should keep my working files into
C:\Users\bialix directory (it was in the times when computers was expensive and many people shares
the same computer). Since that time I'm always try to organize my working dirs either
inside C:\User or C:\work.

YMMV of course, but I don't think this sort of discipline makes so much troubles for people.
