[MERGE][Bug #327429] Add help option to shelve prompt

Current shelve has a prompt which looks like:
 Shelve? [yNfq]

This is somewhat opaque.  The attached adds an option to the prompt:
 Shelve? [yNfq?]
which, if selected, gives a less obscure prompt:
 Shelve? [(y)es, (N)o, (f)inish, or (q)uit]
