This seems a very specific use case; your description doesn't sound
like it makes for a general purpose feature. It sounds more like a
candidate for changing the ‘ignore’ regex, or for adding the files
that one wants versioned.

That, in combination with the fact that an ignore patter that matches
‘foo’ will be overridden by ‘bzr add foo’, indicates a better solution
AFAICT.
