[MERGE] rename 1.12-preview formats as development-wt5 formats

Unfortunately, the 1.12-preview experimental format isn't going
to become a production format in 1.12, nor is its rich-root variant.
This patch renames them accordingly. As discussed with Robert on IRC,
I've gone with the name "development-wt5", highlighting that this is
a WorkingTree change only.

PS: Hopefully content filtering and filtered views can be reviewed
and landed early in the 1.13 cycle.
