Why does Bazaar download so much data for a small change?

Right. http://bazaar-vcs.org/bzr/ is still using the pack-0.92 format.
There's been discussion about upgrading it, but bzr 1.9 was only
released 3 months ago, and I don't think a consensus was ever reached.
