bzr missing issue

I am not sure if this is a Bazaar thing or a bzr-svn plugin thing.  In
either case this probably has to be an error.

Using bzr 1.11 with bzr-svn 0.5.0 with a brand new branch of a
Subversion repository, I find that "bzr missing :parent" always scans
the entirety of the revision history of the Subversion repository.  For
a repository with 100 revisions this is just irritating.  For a
repository with 10,000 revisions, it is unacceptably slow.

For me this is a blocker.
