[MERGE] Command for opening Launchpad pages for Launchpad branches

It would be nice if this could be a bit more generic. Perhaps we could
have a "web_location" setting in branches (similar to "public_location")
that can contain some URL to a web viewer and a way to override/specify
this configuration for launchpad ?

(no bb: since I don't want to block this, but I'm not familiar enough
with the Launchpad API either to review)
