[RFC] should ((checkout and bind) or reconfigure) be able to update other locations too?

I strongly agree with Marius' suggestion to have some way to
manipulate the various *.conf files from the command line. The
contents of .bzr/ should be opaque to almost all but the most hardened
of users, IMHO.
