I definitely think this is an absolutely vital thing to have.
Historically a lot of the tutorial-type docs on the wiki have been
sorely in need of such a thing; the docs that existed had a lot of
overlap, but never enough that one could be folded into another, gave
contradictory advice, had wildly different tones, and had severely
blurred boundaries of what they were attempting to cover.  Overarching
focus is good.
