[MERGE] Allow changing --[no-]trees with reconfigure (bug 145033)

The questions about the implementation mostly boil down to "because
that's what I understood the existing code to be doing, and duplicated
it".  That's how I ended up with _plan_changes() in the first place.

As for the testing side, I fiddled around for way too long trying to
work out how to do that WT-isn't-destroyed test all directly with
bzrlib, and couldn't work out how to do it without rewriting cmd_init
in the test.  And I suspect that would be frowned upon.

Anyway.  It's likely to be some time before I can do any more on this;
I've already way more than used up my fiddle-with-bzr time for this
month.  If somebody else wants to pick this up and run with it,
*PLEASE* do; it's been more than 2.5 years since we picked up --trees
and --no-trees, and we still don't have a way to change your mind
later.  This is a really ugly and stupid wart on our "nice, friendly,
good-UI VCS".
