[MERGE/RFC] Branch.dotted_revno_to_revision_id()

This patch proposes a new API for Branch called
dotted_revno_to_revision_id(). The dotted-revno
=> revision-id lookup in revisionspec.py has been
refactored to use this new method.

I'm hoping to provide a faster version of this API
in my revnocache plugin. It may also be useful for
other plugins and bzrlib users.
