PPA packaging of bzr-svn?

For now I think the stable bzr PPA should stay with the stable bzr-svn
 series - 0.4.x  (bzr-svn 0.4.17 is compatible with bzr 1.11).

I'll upload bzr-svn 0.4.17 to the PPA, and see if I can provide some
improvements for the ppa document. I'd rather leave the uploading 
of bzr-svn packages to whoever does the bzr release, otherwise I need to
be around at the time of the bzr release (apt would warn people that the
packages are broken if the uploads aren't done at the same time).
