We follow the same workflow, and also using bzr-hookless-email.

That's great! I've been using a home-made init script to restart the  
daemon every hour to pick up new branches, which is pretty suboptimal...

Sending the entire log would result in unnecessary traffic on servers  
with large branches, so I'd prefer either the 1st or the 3rd option,  
with the latter being the best one IMHO.
