upgrade bzr.dev to btree?

So launchpad supports the --1.9 family of formats now and could mirror
bzr if it was upgraded to --1.9. I think it would be good to upgrade
bzr's mainline and other branches on bazaar-vcs.org to --1.9.

Thoughts?
