[MERGE/RFC] Filtered Views

Hi all,

It is with great pleasure that I present the attached patch
supporting a cool new feature called Filtered Views. If you
are looking for partial checkouts of a branch and/or
something like git's index, this feature may be for you,
just in time for Christmas!

For details on how this feature is proposed to work and
instructions for get involved with testing, please see
http://bazaar-vcs.org/FilteredViews.

As always, feedback is most welcome. The more users giving
it a go now, the better the end result will be when this lands
in bzr.dev.
