bzr 1.11rc1 on Friday 9 January

Hi,

I'd like to stretch the 1.11 cycle a bit so it doesn't happen over the
new year holiday period.  I propose to do 1.11rc1 with myself as RM on
the 9th of January, and the final release on the 16th.

There are quite a few improvements landed for 1.11 but no new formats.
I'm open to landing content filtering by then if it gets through review
in time, but otherwise for 1.12.
