can't switch lightweight checkout if base branch was renamed

I think this works in previous versions of bzr, but now it does not. bzr 1.10.

C:\Temp\wt>bzr switch C:\Temp\switch\.abc\ --force
bzr: ERROR: Not a branch: "C:/Temp/switch/!abc/".
