Rules and content-filtering are two separate parts of the EOL
puzzle.

Rules are currently supported, though they can only be
defined in BZR_HOME/rules (not per branch) currently. Per branch
support will be reintroduced once Robert provides a mechanism
for storing/merging/etc. that info.

Introducing a new workingtree format that explicitly knows
about content filtering is a different thing altogether. It's
desirable because it prevents content filtering being applied
to an old tree accidentally.
