[MERGE] Add Support for `bzr tags -r 1..2`

hi all,

This patch adds support for `bzr tags -r 1..2`, that is filtering tags by
the revisions they represent.
Note, I factored some code out of cmd_log to be able to reuse the way log
decides which
revisions to show.
