[MERGE] Add check-nodocs target

Hi all,

Since Launchpad is a bzrlib user, we don't care about ensuring
documentation builds correctly, but we do care about running the test
suite.  We've been maintaining our own versions of bzr just to change
"make check" to not build the docs.

This patch adds a check-nodocs target to the Makefile, so that Launchpad
can run that instead, and therefore we can run the stock version of bzr.
