They are complimentary, not overlapping.

BB allows you to review patches to be merged. PQM automates the merge &
test & commit cycle.

I will agree that sort of thing would be great to put on the Wiki,
describing the different tools and how they can be used together.

But you could certainly use BB and then just have a human-being taking
the role of the merger. In fact, I believe the bzr-gtk project does
exactly that.
