bzr-svn 0.4.16 is only compatible with bzr 1.10 because of the version
check it makes.  Reverting to r1776 of the 0.4 branch, i.e. remove the
final update of version numbers and the tag from the working tree, and
everything works fine.  So bzr-svn 0.4.16 actually works fine with bzr
1.9.

I think there needs to be more flexibility and less rigidity in all this
version number checking.  Alternatively, releases need to be much better
coordinated so that users don't get so much hassle.

I know this is the bleeding edge in some ways, so some issues are
expected, but irritating the early adopters isn't helping with the
message.
