If the major number is never likely to change, why bother with it?

Regarding Tex, that was functionally frozen and only received bug fixes 
which, given D.Knuth's talents for doing it right first time, were very 
rare. I dearly hope bazaar isn't going to be frozen functionally just 
yet . ;-)
