[merge][#165014] url parser accepts IPv6 literals

Here's a cleanup of the patch attached to this bug.  It doesn't
completely fix it as there's still a problem in actually creating a
socket to an ipv6 server.

I moved the code from Transport to being in urlutils which seems a
better place.

This method is a bit duplicative of the builtin python urlparse, but
it can't handle the case complained of in this bug.
